Metrolinx has requested that Enbridge Gas relocate existing natural gas infrastructure at various locations in the district of Scarborough in the City of Toronto to accommodate construction of the Scarborough Subway Extension (SSE) Transit Project.
The proposed Enbridge Gas SSE Kennedy Station Relocation Project involves the decommissioning of various natural gas pipelines and an existing District Regulator Station, which are in conflict with construction required for the SSE Transit Project.
In order to replace the decommissioned pipelines and station, new pipelines and a new station will be constructed in two phases.
- Phase 1, proposed to commence in September 2023, consists of the relocation and construction of approximately 430 m of natural gas pipelines.
- Phase 2, proposed to commence in April 2025, consists of the relocation of and construction of approximately 401 m of natural gas pipelines.
A District Regulator Station and bollard protection system will also be relocated onto a permanent private property easement at 2500 Eglinton Ave. E.
Regulatory approval is required prior to construction. A Leave-to-Construct (LTC) application was filed with the Ontario Energy Board (OEB) on Dec. 7, 2022 and was approved on May 9, 2023.

The collective input from Indigenous communities, government agencies, municipalities, stakeholders, the public and landowners play an integral role in the Environmental Assessment (EA) process.
Prior to construction, public input is obtained to ensure that the community is advised of the proposed project, and to involve the public in the decision-making process.
By providing the public with an opportunity to receive information about the project, the consultation program helps to identify and address stakeholder concerns and encourage meaningful participation in the project review and development process.
Public input from consultation is used to help finalize the project and mitigation plans to be implemented during construction.
Once the LTC application is made to the OEB, any party with an interest in the project, including members of the public, may participate in the process.

Environmental report
In accordance with the OEB's “Environmental Guidelines for the Location, Construction and Operation of Hydrocarbon Pipeline and Facilities in Ontario, 7th Edition 2016”, Enbridge Gas retained the services of Dillon Consulting, an independent environmental consultant, to complete an environmental assessment for the proposed project.
The purpose of the environmental assessment is to:
- identify any potential impacts of the proposed project on the social, economic and natural environments
- identify local or provincial concerns regarding the proposed project
- gather input from agencies, stakeholders, Indigenous communities, affected landowners, and the public.
In addition, it recommends mitigation measures to limit impacts on the social, economic and natural environments. The data, analysis and results of the environmental assessment are detailed in an environmental report.

The proposed Enbridge Gas SSE Lawrence East Station Relocation Project has identified a preliminary preferred route that includes the construction of approximately 79 m of 8-inch natural gas pipeline and 266 m of 12-inch natural gas pipeline in the vicinity of Lawrence Avenue East and McCowan Road.
Regulatory approval is required prior to construction. A leave-to-construct (LTC) will be filed with the Ontario Energy Board (OEB) in the fall of 2023. If approved, construction may begin in spring 2024.

For new construction projects, the collective input from Indigenous communities, government agencies, municipalities, stakeholders, the public and landowners play an integral role in the route and site selection process.
Prior to construction, public input is sought to ensure that the community is advised of the proposed project and involved in the decision-making process. Public consultation is a key component of the Environmental Report.
The consultation program also helps to identify and address stakeholder concerns and provide the opportunity for meaningful participation in the project review and development process. Input received from the public information session is used to help finalize the project and any mitigation plans that may be implemented during construction.

The Scarborough Subway Extension – Lawrence Avenue East Station Relocation Project is regulated by the OEB, an independent government agency that regulates the electricity and natural gas sectors. In accordance with the OEB's “Environmental Guidelines for the Location, Construction and Operation of Hydrocarbon Pipeline and Facilities in Ontario, 7th Edition 2016”, Enbridge Gas retained the services of independent environmental consultant Dillon Consulting Ltd. to complete the environmental assessment for this proposed project.
The environmental assessment identifies potential impacts of the proposed project on the social, economic and natural environments; local and/or provincial concerns regarding the proposed project; determines the preferred routing of the pipeline segments; and gathers input from government agencies, stakeholders, Indigenous communities, affected landowners and the public. It may also include mitigation and monitoring measures to minimize the potential impacts of the natural gas distribution pipelines and associated facilities on the environment. The data, analysis and results of the environmental assessment will be detailed in the Environmental Report.
