2021-2022 Storage Enhancement Project

To meet the growing demand for natural gas, we are constructing the 2021/2022 Storage Enhancement Project. The Project -- located in St. Clair Township, in the County of Lambton -- will allow us to store additional natural gas and to improve the deliverability of our storage operations. The Project involves:

Increasing the maximum operating pressure (“MOP”) of three existing storage pools (Ladysmith, Corunna and Seckerton);
Re-entering the stratigraphic test well in the Ladysmith Storage Pool and converting it to a horizontal natural gas storage well and connecting the well to the gathering system;
Upgrading the existing gathering system at the Ladysmith Storage Pool from Nominal Pipe Size (NPS) 16 to NPS 20;
Constructing approximately 2.2 kilometres (km) of NPS 24 natural gas pipeline to connect the Payne Storage Pool to the Corunna Compressor Station located on Tecumseh Road, in St. Clair Township, Ontario;
Re-routing the existing Ladysmith Storage Pool pipeline to connect with the Payne Storage Pool Pipeline at the existing Payne/Kimball Station; and
Upgrading and installing new equipment at existing stations.

The Project was approved by the Ontario Energy Board in 2021, and the vast majority of construction will occur in 2022.

The Project Study Area (PSA) was developed to identify the Preferred Pipeline Route and other infrastructure works associated with the Project, as well as to develop the "limits of analysis" of background environmental and socio-economic baseline conditions to be assessed as part of the Environmental Report (ER). The PSA is generally bounded approximately by Ladysmith Road to the west, Petrolia Line to the north, Tecumseh Road to the east and Courtright Line to the south. Notification Letter mailout – August 14, 2020
	2) Public Notice – a notice of project commence newsletter ad was posted in two local newspapers advising the public of the Project and upcoming Environmental Report.	Newspaper ads posted in the Sarnia Journal and The Independent on August 20, 2020
	3) Receive input from the public and stakeholders as part of the Environmental Assessment.	August/September 2020
Preparation of the Environmental Report	Prepare the Environmental Report based on collected data, consultation feedback, impact assessment, and mitigation recommendations.	August/September 2020
Circulation to Ontario Pipeline Coordinating Committee (OPCC)	Enbridge Gas to file the Environmental Report with the OPCC. The purpose of the OPCC is to coordinate the Ontario government review of facilities projects in Ontario requiring approval from the OEB, with the goal of minimizing negative impacts. The environment report will also be circulated to government agencies, municipalities, directly and indirectly affected landowners, and indigenous communities.	September – November 2020
OEB Applications	Enbridge Gas to file a Leave to Construct Application, Application for a Favourable Report, and Leave to Vary Application with the OEB.	November 13, 2020

Indigenous and community engagement

For construction projects, the collective input from government agencies, municipalities, stakeholders, and Indigenous and Métis communities, the public and landowners play an integral role in the route and site selection process.

Prior to construction, public input is obtained to ensure that the community is advised of the proposed project, and to involve the public in the decision-making process. Public consultation is a key component of the Environmental Report.

The consultation program helps identify and address stakeholder concerns and issues and provides the public with an opportunity to receive information about the Project and participate in Project development process.

Public input received will be used to help finalize the project and develop mitigation plans to be implemented during construction.

Regulatory information

The 2021-2022 Storage Enhancement Project is regulated by the Ontario Energy Board (OEB), an independent government agency that regulates the electricity and natural gas sectors. After a public review and hearing, the OEB has approved our application. In this section, you can review all regulatory files about the project.

Environment assessment

The purpose of the Environmental Assessment is to: identify any potential impacts of the proposed project on the social, economic and natural environments; identify local or provincial concerns regarding the proposed project; determine preferred routing of the pipeline segments (and if alternate routing is practical); gather input from agencies, stakeholders, Indigenous and Métis communities, affected landowners, and the public. As well, mitigation measures are recommended to limit impacts on the social, economic and natural environments. It is important to minimize potential impacts of the proposed natural gas distribution pipelines and associated facilities on the environment. The data, analysis and results of the environmental assessment are detailed in the Environmental Report.
