Metrolinx has requested that Enbridge Gas relocate existing natural gas infrastructure at various locations in the district of Scarborough in the City of Toronto to accommodate construction of the Scarborough Subway Extension (SSE) Transit Project.

The Kennedy Station Relocation Project involves the relocation of natural gas pipelines and infrastructure that conflict with construction required for the SSE Transit Project. Natural gas service will be maintained to existing Enbridge Gas customers.

New pipelines will be constructed in two phases.

  • Phase 1, which began in February 2024, consists of the relocation and construction of approximately 430 m of natural gas pipelines. Construction was completed in March 2024.
  • Phase 2, proposed to commence in April 2025, consists of the relocation of and construction of approximately 401 m of natural gas pipelines.

A new District Regulator Station and a bollard protection system will also be relocated onto a permanent private property easement at 2500 Eglinton Ave. E. as part of Phase 2.

Regulatory approval is required prior to construction. A Leave to Construct (LTC) application was filed with the Ontario Energy Board (OEB) on Dec. 7, 2022 and was approved on May 9, 2023.

The collective input from Indigenous communities, government agencies, municipalities, stakeholders, the public and landowners play an integral role in the route and site selection process.

Prior to construction, public input is sought to ensure that the community is advised of the proposed project and involved in the decision-making process. Public consultation is a key component of the Environmental Report.

The consultation program also helps to identify and address stakeholder concerns and provide the opportunity for meaningful participation in the project review and development process. Input received from the public information session is used to help finalize the project and any mitigation plans that may be implemented during construction.

Once the Leave to Construct (LTC) application is made to the OEB, any party with an interest in the project, including members of the public, may participate in the process.

Environmental report

In accordance with the OEB's “Environmental Guidelines for the Location, Construction and Operation of Hydrocarbon Pipeline and Facilities in Ontario, 7th Edition 2016”, Enbridge Gas retained the services of Dillon Consulting, an independent environmental consultant, to complete an environmental assessment for the proposed project.

The environmental assessment identifies potential impacts of the proposed project on the social, economic and natural environments; local and/or provincial concerns regarding the proposed project; determines the preferred routing of the pipeline segments; and gathers input from government agencies, stakeholders, Indigenous communities, affected landowners and the public. It may also include mitigation and monitoring measures to minimize the potential impacts of the natural gas distribution pipelines and associated facilities on the environment. The data, analysis and results of the environmental assessment will be detailed in the Environmental Report.

The Lawrence East Station Relocation Project involves the relocation of natural gas pipelines and infrastructure that conflict with construction required for the SSE Transit Project. Natural gas service will be maintained to existing Enbridge Gas customers.
