The Customer Balancing Service (CBS) is designed to meet Union North rate zone T-Service customers’ needs to balance plant consumption with their TransCanada Pipelines (TransCanada) deliveries. The CBS provides individual customers an account with a maximum and minimum tolerance within which they can withdraw or inject gas to manage swings in consumption.

The CBS charges are made up of a Daily Balancing Service Fee, CBS Commodity Fees, a Cumulative Balancing Service Fee, and an Hourly Overrun Fee for Hourly CBS customers.

CBS Service Fees

  1. Daily Balancing Service Fee

The Daily Balancing Service Fee is calculated daily, and is a proportionate share of the TransCanada costs incurred by Enbridge Gas to provide the balancing service.

  1. CBS Commodity Fees

The CBS Commodity Fee is charged on all volumes for the day that are injected into or withdrawn from the CBS account and is charged based on the CBS opening balance for the day.

A CBS opening balance up to 40% of the upper tolerance will be charged three cents ($0.03) per GJ.

A CBS opening balance between the 40% of the upper tolerance and 100% of the upper tolerance will be charged five cents ($0.05) per GJ.

A CBS opening balance that exceeds the upper tolerance will be charged overrun. If authorized, overrun will be charged 50% of the Union North Bundled (T-Service) Storage Authorized Overrun Commodity Charge for Rate 20 or Rate 100 as applicable. If unauthorized, overrun will be charged the greater of i) 100% of the Union North Bundled (T-Service) Storage Authorized Overrun Commodity Charge for Rate 20 or Rate 100 or ii) the maximum cumulative balancing fee as defined in TransCanada's tariff.

  1. Cumulative Balancing Service Fee

The Cumulative Balancing Service Fee is applied daily when a customer's CBS ending balance for the day exceeds the customer's upper tolerance. The Cumulative Balancing Service Fee is calculated as the CBS ending balance in excess of the upper tolerance x 0.25 x KPUC EDA1 FT toll.

For customers who have contracted for the Hourly CBS Service, the CBS Cumulative Balancing Service Fee is applied at a customer's maximum hourly CBS balance for the day in excess of the customer’s upper tolerance. The Cumulative Balancing Service Fee is calculated as the maximum hourly CBS balances in excess of the upper tolerance x 0.25 x KPUC EDA1 FT toll.

  1. Hourly Overrun Fee (if applicable)

For customers who have contracted for the Hourly CBS service, an overrun charge is applied if a customer's injection into or withdrawal from the CBS account in any hour exceeds the customer’s contracted Hourly Balancing Amount. The Hourly Overrun Fee is applied on all volumes in any hour in excess of the Hourly Balancing Amount.

If authorized, overrun will be charged 50% of the Union North Bundled (T-Service) Storage Authorized Overrun Commodity Charge for Rate 20 or Rate 100. If unauthorized, overrun will be charged the greater of i) 100% of the Union North Bundled (T-Service) Storage Authorized Overrun Commodity Charge for Rate 20 or Rate 100 or ii) the maximum cumulative balancing fee as defined in TransCanada's tariff.
